Has this actually gone into effect, or is it just being discussed?

I'd agree with Murphy. The concept of college basketball is already
something of a farce with so many top flight schools featuring players
who jump to the NBA after only 1 or 2 years (see Carmelo Anthony).
It's clear that those players are in school for only one reason--to
help secure their path to the NBA. I certainly don't blame the players
for using the system, but that's really not what college athletics
should be about.
If a high-schooler really wants to go to the NBA, they should be able
to do so. Hopefully most will still choose to go to college (fore more
than just a year), because that will probably serve them better in the
long run. But it should be a choice.
The only upside I can see to a "must go to college" rule would be if in
the long run it forced kids to focus more on their education and less
on dreams of playing in the NBA. But given the pervasive effects of
street scouts, shoe contracts, the ever-present $$$, etc., I'm not real
optimistic about that.
