Speaking as a Chicago suburbanite, it would be an incredible pain.
Traffic is already murderous - no one wants any more congestion.
Taxes are already too high - no one is going to want to pay for any of this.
Today it was announced that the Chicago Public Schools may have to axe 1000 teachers just to handle a sudden spike in teachers' pension costs.
The infrastructure is already crumbling - the El tracks are ancient, the expressways are in a constant state of rebuilding, bridges and viaducts are in a bad state of disrepair
Cost overruns at Millenium Park, as well as widespread corruption in Daley's City Hall (The city Treasurer now wears a monitoring device, thanks to the Hired Trucks scandal) have caused the public to distrust any large public works project - they recognize that all that money will disappear into a black hole of corruption and graft.
Every city that has hosted an Olympiad has suffered huge losses.
Inter-Governmental cooperation always sounds good on paper - but in Illinois, it almost never works. Chicago is almost always at odds with the suburbs - and other local units of government have almost no reason to work together. Airport planning, transit planning - all of these initiatives break down in 'city vs.suburbs' problems.
Please - NO OLYMPICS EVER !

Here's a great article which mentions NU prominently in its reasoning for why Chicago has a giant leg up on NYC and other US cities for its 2016 bid:

It would be incredible.
