According to Eric Larson's excellent book, "The Devil In the White City", 
Chicago's nickname came from the blustery talk coming from the city's 
prominent politicians and public figures who argued for Chicago to 
represent America to the world in the 1893 World's Columbian Exposition.

I hope that Mayor Daley, Rahm Emanuel, Jan Schakowsky, Bobby Rush, Jesse 
Jackson, Jr., Jesse Jackson, Sr., Dennis Hastert, Barack Obama, and 
prominent Chicagoans in business, especially Patrick Ryan, start getting 
blustery soon about why Chicago should get the Olympics. :)
