Yes, more like Randall Cunningham or Warren Moon than Vick.  Taller than Vick, does a better job of keeping his head up and looking downfield when he scrambles, and has a better, more accurate arm.

In the NFL, the offense won't be designed to use him as a runner as much.

Not entirely true.  Roethlisberger can move pretty well when he has to, though no one would call him a "scrambling quarterback," but Plummer can move.
