If anything soccer has produced a larger pool of kickers rather than
smaller.  Soccer is one of the most popular sports for pre-HS girls and
boys.  Football remains the largest varsity sport in terms of the number of
athletes in HS and college.  Soccer is starting to make some inroads in HS
with regard to talent since the seasons overlap, but football remains the
way to go for those who want a college scholarship.  Also Jarrod Payton has
shown that soccer players can make the transition to football fairly easily.
In his case, I don't think that he started playing football until his Junior
year in HS.
