Maybe because what they do is based on not only a specific skill butalso a lot of psychological aspects as well. See Waselewski (Ibelieve that's the right spelling) from 2001-2002, who was a bigtransfer from Florida who hit almost every 50+ yarder, but missed manybig kicks including a 20 yarder against OSU in 2002 (I hear that manymisses were due to bad holds, but the stats are still strange). Whileit is difficult enough to pick the most physically talented playerswith good academics, at least you have grades and tapes to evaluate. With so much psychology involved, it's basically a hit or miss game(its hard to find a really consistent kicker since the kicking gameisn't the same as high school). I think even the big schools stillhave trouble getting really good kickers year in and year out, exceptmaybe OSU who has had 5 years of excellent kicking going (and look attheir record over that span as well... and how many close games theyhave won).
