That's why it won't surprise me if the NCAA tries to set some rules, they
excel in trying to regulate the unregulatable.  

See the NCAA football rulebook on 'excessive celebration' and 'sideline 
warnings' for classic examples.  

BTW, a STRICT enforcement of the rulebook would have required Penn State 
to have been found guilty of having too many players (and coaches) on the 
field when they scored the winning TD against us a few weeks ago, the 
replay angle from the endzone CLEARLY showed a dozen or more players 
and coaches on the field, including JoePa, when the receiver was still 
at the 5 yard line.  Did they even get an 'excessive celebration' penalty?

IMHO, one of the dumber NCAA regulations in recent years is to limit the
number of pages in a school's media guide.
