I just read Mark Murphy's notes about our bowl eligibility, listed here:

And he said the following about the bowl selection order:
"In selecting schools from the Big Ten, a bowl only considers a team's
overall record (not the record or finish in the conference) and can
select a team with one less overall win, but not two less wins."
So, this rule apparently does exist, although I don't think it will
come into play this year as we seem to be locked into the bottom tier
of Big Ten bowls right now. Hopefully as the season sorts itself out
we will have a better idea of what bowl games are likely (it seems to
me that we're a virtual lock for the Music City Bowl right now - who
said they would take us last year if we were bowl eligible).
