This doesn't sound like academic ineligibility, from the report.  It 
sounds like he failed out.  At NU, you can apply to return to the 
University, typically after a year has passed; the dean of the school 
makes the decision, not the admissions department.  If he puts the year 
away to good use (read: community college or full-time employment) he may 
be allowed to return - what's questionable would be whether or not the 
dean would condition his return upon his not playing football.
