Once again, I think the guys in the broadcast booth eventually got it right
when they noted that it should have been offsetting penalties. Unless they
actually counted the number of people from each team on the field and gave
out individual penalties. But the outclassed officials were saved from
having to make that call when the only two Nebraska players who bothered to
listen for a whistle made the tackle. But damn, that was close!

Don't know what the rule is regarding players on the field, but the Nebraska
guys appears to be the first to run on the field and there were a whole lot
of them in the part of the field where the play was. That's where the
official trailing the play should have thrown the flag. Since the game
can't end on a defensive penalty, there would have been another play, which
it seems Michigan deserved.
There may have been Michigan players on the field too, but they didn't
affect the play (and when you're at the game, you see players wander onto
the field behind the play all the time and it is never called).
But ultimately you are correct. This was a game that Michigan had in the
bag and they let Nebraska out with a some sloppy play in the fourth quarter.
You also have to hand it to Nebraska because they never gave up and were
able to take advantage of those mistakes, put the pressure back on Michigan,
and win the game.
