No, I don't think this is right. The NU ticket application doesn't specify, but if you compare the prices on the NU application with the prices at the bowl's website, you'll see that the more expensive tickets that NU is selling are between the 30s and the less expensive tickets are between the endzone and the 30s.

Note that there's an $8 extra charge per ticket built into the prices on the NU application to cover overnight shipping etc. (We had a whole discussion about this fee 2 years ago, I'm not trying to start that again, I'm just pointing it out.)
I don't see why the bowl would save tickets for direct sales. Why would that get them any more money? Plus, you'll notice that although you can purchase tickets directly from the bowl in the best section (50-yard line) there is very limited availability (upper few rows only). My guess is that the university may have access to some of those seats but may not be making them available for general sale.
