> Not to burst the fun here, but I think this whole discussion may be missing the point.  Iowa State apparently needed the waiver because they may not even have 6 Division I wins.  That's different than not just having a winning record at 6-6.  No, we're talking about a team that would be 5-6 (or 5-5) against Division I teams becoming bowl eligible.  That seems a little weak to me.  If the focus is on what people knew and didn't know, I sure as heck think they knew that Northern Iowa wasn't a Division I school.

The NCAA already permits schools to count a win against a I-AA school
in their six wins, though they can only do so once every four years.

I don't think ISU has already used their exemption in the last four
years.  

Not that it's particularly relevant, but for those who aren't aware of 
Iowa politics, several years the Iowa Legislature 'encouraged' both 
Iowa and Iowa State to schedule games with each other and with Northern 
Iowa on a regular if not necessarily annual basis.  

As to whether ISU is more deserving of a bowl game than Northern Illinois, 
as I recall they defeated NIU in a defensive struggle earlier this year.  
(The score was 48-41, so BOTH defenses struggled!)
