Tommy Amaker situation is actually worse than that.

He did want the job.  He was offered the job...But, NU
insulted his wife.  She is a very successful
psychiatrist (I think or Dr of some sort).  When they
had the Amakers up to Chicago for the interview.  The
NU crowd "tea-partied" Dr. Amaker.  Which, to say the
least was the wrong approach.  They should have been
trying to find a practice for her.

So responsibility for that lays squarely at the AD. 
You are recruiting the coaches and their families. 
Some more so than others.
