As a Kellogg marketing guy I would agree.  Florida does that in  spades. You 
have to be a big donor, pay many dollars and know somebody to get a  ticket to 
the swamp.

His  stated philosophy was to turn Michigan tickets into a scarce  
commodity.  He figured that the harder it was to get a ticket, the  more 
desirable they became.  He didn't care if he gave away half of  the 
tickets, as long as the other half were sold.
