I seem to recall hearing they were local (i.e. Hawaii residents), but
not certain about that.

My wife works with someone who was at the game, and they said they felt
the refs were terrible. From watching on TV, it seemed that most of our
penalties were earned, but I also recall thinking that Hawaii should
have been flagged for offensive holding on numerous occasions. 

What happened in the MSU game?
