[Husker] Rules Change

Corn Nation has a piece on the rules changes for next year, including 
the following: "Multiple players from the same team can't wear the same 
number, aka the 'Lane Kiffin Rule'".

If this correctly describes the change, it would prohibit teams from 
suiting up more than 100 players - less if they've retired some numbers 
(NU has retired three, IIRC). Am I missing something here? And why is it 
the "Lane Kiffin rule"?
