[Husker] rules changes for 2013 coming

I believe that the stipulation is that the other team has the option of taking or declining the runoff.

Without that rule, the Ravens had another option in the Super Bowl besides taking the intentional safety.  Prior to taking the time out to set up the safety (secure in the knowledge that they were free to hold as much as they wanted on the play because a holding flag couldn't hurt them), they could have taken a false start to trigger a 10-second runoff, which would have allowed them to burn off the last few seconds on the subsequent play.
