[Husker] rules changes for 2013 coming

I would expect the new 10 second runoff rule to be abused by teams with the lead, unless it's clarified that it's only if it's the team trailing that has the injured player.  Otherwise, if you have the lead, you are best served by auditioning for the U.S. Platform Diving team to get more time run off the clock.
