[Husker] rules changes for 2013 coming

Among the rules changes being proposed for 2013:

Intentional spearing above the shoulders is a 15 yard penalty plus an
ejection, though the ejection is subject to review by the replay official.

Blocking below the waist is only permitted from in front of the
player, but is permitted anywhere on the field.  

Players cannot wear uniforms that are similar in color to the color 
of the field they're playing on.  This rule appears to be aimed at 
Boise State.

There must be a minimum of 3 seconds on the clock to be able to spike
the ball.  (I forsee problems with this rule.)

If there is an injury time out in the last minute of a half, they must
run 10 seconds off the clock.  This rule is designed to curb fake injuries,
but it remains to be seen how coaches respond to the rule change.
