It makes little difference whether there are 8, 9 or 10 conference games.

Regardless of the mandate to have 7 or even 8 home games, as long as the 
NCAA continues to permit 'body bag' games, teams will prefer to win 
multiple body bag game than risk losing even one game against a medium 
quality (such as top 50 but not top 25) opponent and get knocked out
of the top 10 and effectively out of the race for the national championship
before any conference titles are even warming up.

If the committee to decide the 4 playoff teams has any balls (and it won't),
it will downcheck teams who play games against inept FBS teams, all BCS
teams and especially DII teams.

I gave Michigan a lot of props for their non-conference schedule in 2012,
about the only one that had multiple 'serious' games in it, even if they
lost both of them.
