Aaron is correct. The laws here in Ohio are pretty harsh, especially after
the latest updates in 2010, which added breathalyzer refusal sanctions over
and above the base OVI penalties. I don't know what the laws were at the
time of Solich's arrest -- it may have been better for him to refuse the
test (or maybe Solich thought he was back in Lincoln, where the football
program outranks the legal system ... I keed, I keed. 8^)
Also, here in Ohio, if you meet certain criteria (high BAC level or
multiple offenses), you get these ugly license plates:

separate the professional drinkers, against whom you would not want to
compete in beer pong for money, from the amateurs. (For a long time,
seeing those plates confused me -- I just thought there was a large Iowa
