Err, unless the NCAA uses a wildly different mechanic, I don't think that's
true.
Typically, when either the Head Linesman (chains) or the Line Judge
(opposite chains) stick their backside arm straight out like that, they're
signalling that the wide-out closest to them is off the line of scrimmage.
Determining 7 men on the line is a combination & communication of signals
between the two line officials, since it's hard for just one side to see
that details all the way across the full line. Typically (although the
specific signals CAN change from crew to crew) the two line officials
signal to each other how many men they have on their side of the center
that are on the line. They're much more subtle signals. Typically, it's
hand to cheek if there are only 2 on the line, touching the bill of your
hat if there are 3 (typical) and patting the top of your hat if there are 4
(or more). If that combination doesn't add up to 7 (or more) they both
should throw their flags at the snap and then confirm with each other after
the play if over before reporting to the referee the penalty.
>From what I heard on the radio post-game, the officials warned Nebraska at
least twice before throwing the flags that the tackles were lining up too
far back. Hearing that, it sounds like good officiating. It's Nebraska's
fault if we didn't pay attention to the warnings and made sure the tackles
moved back up.
