[Husker] Question about the 2nd half and Penn State taking the wind

Nebraska won the coin toss and elected to defer to the 2nd half. At the 
start of the 2nd half, Nebraska obviously  elected to receive the ball 
and then doesn't Penn State get to pick the goal line to defend?  I was 
wondering why they didn't go against the wind in the 3rd so they could 
have the wind in the 4th.  This way, if they needed to kick a field goal 
late in the game, they would have the wind with them.  What is the odds 
on thinking?  Thanks
