[Husker] Penalties in Perspective

That is a really remarkable article.  I do agree that eliminating penalties is not the only thing to look at.  Eliminating the truly useless penalties 
(Procedure, after the play, way away from the ball, etc) we'd be in great shape.  I don't however want them to avoid aggressive penalties (within reason) like the DPIs for tight coverage.
