That should be an issue for the State to decide. State HS athletic event,
State University = State decision. Should be none of the NCAA's business.
Far as I know the NCAA does not fund D1 football stadiums, so they
shouldn't have a say in how they are utilized outside of NCAA football events.
Just my 2 cents.

The NCAA passed a rule last year prohibiting D-1 schools from hosting
all-star football games in their stadiums.
This means that the Nebraska Shrine Bowl will need to be held somewhere
other than Memorial Stadium in the future. (There was already a contract
in place for last Saturday's game when the NCAA rule was passed.)
The game was at Seacreast Field in Lincoln several years ago during
construction at Memorial Stadium, and that site is among those
under consideration.

Perhaps it was considered by some (eg, schools that don't host those
events) as a potential recruiting advantage.
I wonder when they'll decide that state HS championship events can't
be held in D-1 school facilities, either?
