Apparently they do not, or they're still investigating. He's already been convicted in public, his career is pretty much over.
Or is it? Spanier has recently taken a job working with the feds in an area that involves national security. Gee, seems to me that would involve a helluva background check, and they wouldn't have hired him if they thought there were charges pending.

Keep in mind the most damning thing about Spanier to date is some emails that were never seen, but read over the phone to CNN, who then broke a story about a cover up. Here we have the CNN story, which it's said:
http://www.cnn.com/2012/06/30/justice/penn-state-emails/index.html
"CNN does not have the purported e-mails. However, the alleged contents were read to CNN."
On the basis of that story, we proceed to stories like this, from USA Today, that states:
http://content.usatoday.com/communities/ondeadline/post/2012/06/penn-state-officials-emails-may-show-sandusky-coverup/1#.UBClQTGe5Nw
"CNN said it does not have the e-mails, but that the alleged contents were made available to them."
You can go on through lists of stories that cite the CNN story, each of them making a statement similar to the USA Today story.
Again, if you're anxious to see PSU punished, because, well, the world is full of evil and they let evil happen, then none of this matters.
I have no sympathy for Spanier. Couldn't stand him when he was Chancellor at Nebraska, but this whole thing smells like a bucket of shit.
