[Husker] Just an idea for Penn State

I am not certain how I feel on this.  PSU has not violated NCAA bylaws, but
you can easily state that PSU has done more damage to NCAA football than SMU
did back in the 80's, which got them the death penalty.  Now MLB has the
concept of "best interests of baseball" which is up to the commish. 

I am not certain how generic the "lack of institutional control" rule/bylaw
is. Does is refer allowing third parties to violate other bylaws  & then say
we did not know about it ?

Two wrongs make a right?

A lot of the comments on that ESPN blog relate to the 'institutional
control' piece of the NCAA bylaws. And I would agree that it would appear
that the University should be held responsible for the conduct of those who
represent it.  But it appears to me that the parties at the University that
had the responsibility to exercise that control are no longer there.  Are
there others in the administration or on the governing board involved?
