Unless it has happened recently, former Penn State President Graham Spanier
was not criminally charged, either for perjury or for failure to report,
though the AD and a VP were charged with perjury for having lied to a grand jury.
In the wake of the Freed report, there will certainly be pressure on
prosecutors to take further action, and additional criminal charges
may be filed,
The Pennsylvania legislature was discussing changing the Pennsylvania law
on mandatory reporting to make most, if not all, Penn State employees
mandatory reporters. I don't know if a change has taken effect yet.
