Two university officials are currently charged with perjury and are out of a job. Graham Spanier was fired, and probably should also be charged with being part of the conspiracy and coverup.
Penn State is going to be devastated by this report before all is said and done. There will be lawsuits galore, and the three administrators who participated in the coverup should be spending time in prison.
That should send enough of a message that what Penn State did was completely wrong and far worse than doing the right thing. Paterno's legacy will be permanently sullied by this, so even though he won't face criminal charges, he's not getting off free either.

After taking a quick look at the report I'm wondering if the suggestion to remove PSU from the B1G doesn't have merit.
If PSU is allowed to maintain all of its current status and positions the the goal of the coverup worked. They protected the University. Unless someone is willing to make the price for covering up crimes worse than the price of reporting them there will be coverups.
