I could see the division winner rules being:

1.  Division Record
2.  Conference Record
3.  Head-to-Head Record   (or maybe flip 2 and 3 around)
4.  Overall Record
5.  BCS Ranking

Personally, I don't see either Ohio State or Nebraska agreeing
to an annual cross-division rivalry game, as there is no long-term
history (like Michigan-Ohio State) and it pretty much guarantees 
that one of them is knocked out of the national picture each season.  
(Different rules apply to the SEC, of course.)
