[Husker] Nebraska should be 16??

I do think 9 is too high.  I think 15 is about right, so yeah, I guess I

His definition of 'third tier' is kind of weird, but based on how they've
played and WHO they've played, I think Wisconsin and Nebraska could both
be a bit overrated.  The challenge is finding schools worthy of being
rated higher than Nebraska, because quite a few of the top 25 schools 
have played pretty lame schedules so far.
