Perhaps the key portion of that rule is this one:

> IX). When in question, it is an interference foul.

I think that in the heat of the moment, each of those calls was sufficiently
in question that the flag was justified.

I believe this was a Big Ten crew.  Although I've seen a lot of grumbling
about Big Ten officiating over the years, and the Big Ten office has probably
issued more apologies for officiating errors than any other conference,
I also believe the Big Ten office does a better job than most other 
conferences of reviewing the work of their officials each week.
