Your recollection is different than mine.  According to huskers.com, 
Martin's hit in the OSU game was not flagged by the officials, the 
Big 12 office imposed the one game suspension several days later.  
(And it wasn't a kick catch interference call, as I recall.)

Had the Big 12 office imposed suspensions on similar plays by other
players throughout the season, there would have been a lot less to 
grumble about.  If the Big 12 wasn't in the process of imploding,
perhaps A&M would be nervous about being singled out, which would
be more than a little ironic.
