[Husker] kick reception interference

Thank you Ted for saying that. I was thinking the same thing. "impede" does
not require touching. Also, on the second call, I recall seeing many calls
of that nature before the "halo" rule. When I played (before a halo rule,
but after leather helmets), I was taught you had to give the receiver a
chance to catch the ball and having your helmet in his chest did not meet
that criteria. ;)
