I gave up watching around 2AM.  I think it ended around 3:36, though it 
was clear well before then that Okie State was far better than Tulsa.

Stephen F Austin vs Baylor also ran into weather delays, and they
wound up first agreeing to skip halftime and then to shorten both the
3rd and 4th quarters by 3 minutes each.  Then with Baylor leading 59-0 
and 2:58 left in the third, they agreed to let the clock run out in the
quarter to make it an official game so all stats count.  (The Michigan 
game that ended in the 3rd quarter was later ruled not to count in NCAA 
stats for 2011.)
