[Husker] A couple penalty calls

I'm curious about a couple of calls in today's game. The replay at the 
stadium didn't help to clear things up for me, so I'm going to the list.

First,: how can they call a chop block on Caputo when he appeared to be 
the only Husker in a group of Hawkeyes? I thought it took two to chop 
block, one to engage up high and one to engage down low. As I said, in 
this case, it appeared that Caputo was the only one there. I will 
concede that this could be wrong as I wasn't looking right where the 
foul occurred.

Second: How come offside was not called on the on-side kick? The kicker 
clearly stepped in front of the ball before kicking it? If other players 
cannot cross the line, why can the kicker? I saw this same thing in a 
pro game last week, again not called.
