I have not read all of the grand jury report, but the early part indicated that Joe Paterno did what was legally required to do. Morally, he will have to answer for his actions. It is interesting that he is at the center of this as the most visible person Penn State has. The grad student told his father who did not call the police either, and instructed his son to inform Joe Paterno. Unfortunately, mistakes were made all over the place on this one.
In my grade school there was a pedophile priest that I found out years later who was also a unspoken secret about his actions. I personally knew several of his victims and had one confirm that the school's administration knew about it and did nothing. In this case, fortunately the priest was defrocked and has spent time in prison. In the end it was his house keeper that found photos. She did not hesitate and called the police right away.
Should Joe Paterno loose his job over this? If there is evidence that he knew and only did the minimum that was legally required, then I say yes.
It is sad to see such a storied career come to this end.
There is nothing good that will come from this store other than Sandusky will be brought to justice.
