After watching that series, I wondered the same thing.  I did a search
on Wikipedia (mostly factual!!), and it turns out that the Big10
changed the rules for the league in 2002 following a win at home by
Michigan State over Michigan the previous year, when the official
clock timekeeper (well known as Spartan Bob) stopped the clock with 1
second left in the game on a intentional spike by the Michigan State
quarterback, allowing Michigan State one more play that they used to
score and win.  The official time is now kept by a neutral official on
the field, and is chosen by the Big10 Conference.

Funny how these things come about.
