[Husker] Nebraska was close to having it's own network?

In referring to having to give up TV rights for away games, Tom Osborne had this comment:

"We were probably as far along as Texas at one point in terms of starting our own network," said Osborne. "We were planning to start it this summer. We obviously had to cancel that plan."

Had anyone heard that the Huskers were looking to start their own network?
