What you're talking about is the "Composite Score".  The 73 is a "Sum of Standard Score" which is roughly equal to a composite score of about 18.

Sum Score takes your score of 1-36 on each portion and totals it (Math, Reading, Science and English) and is what is used by the NCAA clearinghouse.   Composite score is more commonly used and is the Sum Score divided by four and rounded to the nearest whole number.

I have no point of reference for that score. For example, the maximum score for the ACT is 36. How that relates to the 72 minimum scores he needed to obtain eligibility will remain a mystery.
