Example: Jordan Congdon was a 2-3 star kicker until Bill Callahan offered him a scholarship.  He became a 4 or 5 star kicker almost immediately.

I've also suspected that you frequently could take the previous season's top ten and use that as a template for recruiting rankings.  Better teams have better players, so if a highly regarded team (and coach) recruits a player, that player must be good...and thus ensuring that the highly regarded team also has a fairly highly regarded recruiting class.

I think it's sometimes a chicken/egg argument as to the relationship between recruiting and championships.

I have long suspected that at least one of the 'experts' assigns stars based
on how many (and which) FBS schools have made an offer to that player.  (But
of course they have to get that information from the kids or their
coaches, because the schools aren't permitted to talk about any recruits 
until after they've been signed.)
