My doctor played at Nebraska in 1970 and 1971, has told me as a high school 
Senior coming from western Nebraska that the only scholarship offer he had 
was from Nebraska.
And up to that point they were the only one to offer, He then said that 
after Nebraska offered he had letters offering a scholarship from Iowa , 
Ucla , etc. etc. So I don't know if his coach contacted the other schools or 
what

I have long suspected that at least one of the 'experts' assigns stars based
on how many (and which) FBS schools have made an offer to that player.  (But
of course they have to get that information from the kids or their
coaches, because the schools aren't permitted to talk about any recruits
until after they've been signed.)
