Under NCAA rules, only coaches who are counted towards the coaching limit
may evaluate recruits (eg, view film) or contact them.
Most schools have hundreds of high school players they are tracking, both
for the current recruiting year and for subsequent years.
Many (probably most) schools designate one of their assistant football
coaches as their recruiting coordinator, as John Papuchis has been at Nebraska.
He also has been coaching the DL and special teams.
There is generally also a clerical person (probably more than one) who keeps track
of the paperwork on recruits as part of the compliance process.
