[Husker] Ohio State gets waiver from NCAA on coaching limits

I'm pretty sure they hired or promoted someone to full-time coach status
to fill out their roster for the season, because being short-handed for
a full season would have been difficult, and there was a possibility
that Fickell MIGHT have gotten the job full-time, though I think he
would have had to win at least 9 games INCLUDING Michigan for that to
have been considered, 6-6 was never going to do it.  

At this point OSU is short another coach, though, as one of their defensive 
coaches, Paul Haynes, who coaches safeties, has taken the DC job at Arkansas 
and will not be working OSU's bowl game.

Arkansas also hired away Illinois OC Paul Petrino this week, and I think he
will not be working Illinois' bowl game.
