As I understand it, this is not the only such waiver, though probably the
most visible one ths year.
Any school that has fired a head coach and hired his replacement but
is allowing the fired coach and assistants to work their bowl game could
make the same request.
Nebraska and Ohio State aren't comparable situations. Nebraska is
currently shorthanded since Carl has left for his new school in Florida
to get started building his staff, so if a new DC was hired he could
assume all duties immediately, without any need for a waiver.
However, I don't think I've ever heard of a school replacing a
coach this time of year AND having that new coach work on bowl game
prep.
But if Carl was staying on to prep for the bowl game and a new DC was
hired, then Nebraska could probably apply for a waiver so that the
new DC could work on recruiting tasks but not the bowl game, providing
that Carl didn't work on any recruiting tasks.
