>From Sioux City, your best bet is to exit I-29 at Missouri Valley, then head west on US-30 to Blair. There you can either take US 75 for eastern parts of Omaha, or Nebraska 133 for the west or for I-680 to head to I-80. Alternatively, you can take I-680 east for 20 miles, then take I-80 back into Omaha. Check the road conditions and weather if you choose US-30. There are dikes protecting US-30 from the flooding, but if there are heavy rains, the dikes hold the water on the roadway as well.
From KC, I don't know what you do other than take north/south highways. The official detour is apparently to go through Des Moines!!! Probably the best bet is US 59 north off of I-29.
As the water is starting to recede, it appears that I-29 has been destroyed in spots...so I anticipate a lengthy reconstruction process. Especially if bridges need to be rebuilt.

The last time I checked, the I-80 and I-480 bridges were open, but not
the I-680 bridge or the next several north of that, and I think
the next bridge open south of Omaha is near Kansas City.
I-29 is still closed in several places.
Husker fans heading to Lincoln from South Dakota, Iowa or Missouri for
the season opener on September 3rd are going to have to verify their
usual routes. Even those coming from Kansas may have to plan for
heavier traffic due to other routes being closed.
It may be next year before I-29 is fully reopened, and I suspect some
of the bridges will need a lot of repair too.
The Army Corps of Engineers doesn't expect Missouri River levels to
be back to normal until mid-September, and any heavy rainfalls up
north could delay that even further.
There is still a lot of road work going on in Lincoln, too, some of it
looks like it might not be wrapped up until well into football season.
