As far as I know, there is nothing in the NCAA rules which would permit the
Big XII Conference office to levy a suspension for a DUI.  That's a
matter for the team/school to handle, and I think OSU handled it
swiftly and fairly.  (What Blackmon was doing attending a game
in Dallas on a Monday night is a separate matter, and there
could be an investigation into whether that constituted
an NCAA violation.)

So, no, they are not really equivalent.

Whether you think Michigan State handled the situation with
Chris Rucker appropriately is a separate matter, but I can tell 
you that on the Northwestern list Michigan State has always been 
considered one of the dirtiest teams in the conference, as well
as having very lax disciplinary standards, and so far I haven't 
seen much to convince me that Mark Dantonio has really changed 
that atmosphere, despite his claimed 'no tolerance' policy.
