Well, there are 22 positions on a football team, 11 of them on offense and 11 on
defense, plus a punter and a place kicker.

They get 25 scholarships a year and a total of 85.  If you assume that about half of 
a recruiting class sill redshirt and need to be covered for five years, that's not 
quite 19 players per academic year.

So, on average they can recruit about ONE player at each position each year,
maybe slightly less than that, which means some years they may not be able
to recruit for some positions.
