No, he lost because that time he was running against a professional 
politician who also had the advantage of being the incumbent (due to
Mike Johanns having resigned as Governor to take a Cabinet position) 
and who ran a much better campaign.

Osborne also took some positions and made some statements (about rural 
education) that upset a lot of people in the 3rd Congressional 
district, which he failed to carry even though he had received 
overwhelming margins from those voters in his three Congressional races.
