It does seem a unfair.

My guesses as to what hurts Henery are:
  * His low number of attempts compared to those placed ahead of him.
    That means his percentage is based on a smaller sample size and he 
has a lower point total.
  * Among the other kickers with similarly low attempts, there are a few 
with higher percentages.
  * These awards are for each year, not the entire college career.

I doubt Henery not doing kickoffs is a factor.  That doesn't seem to be 
paid attention to in NCAA stats.

Is there an award given to kickers based on their entire college career?

As someone else posted, Henery is likely to have a better award for his 
effort and talents - a successful career in the NFL, perhaps as both a 
kicker and a punter.

Now I just hope you didn't jinx him for the Big 12 Championship Game by 
presenting all those stats. :-)
